Skylar Annette Neese (February 10, 1996 - July 6, 2012) is an American girl who disappeared from her home in Star City, West Virginia around midnight on July 6, 2012. Neese's body was found on January 16, 2013, in Wayne City, Greene County, Pennsylvania.

Neese was killed by two of her high school friends, Rachel Shoaf and Shelia Eddy . In December 2012, Shoaf told the authorities that he and Eddy planned and committed Neese's murder. Shoaf pleaded guilty to second-degree murder on May 1, 2013. Mistress's disappearance led to new West Virginia legislation making changes to the missing Amber Alert children's warning system.

Skylar Annette Neese is the only child of Mary and Dave Neese. At that time Mary Neese worked as an administrative assistant at the heart lab and Dave Neese was a product assembler at Walmart. Skylar is an honors student at the University College who wants to become a criminal lawyer. She works at Wendy's with two close friends.

Shelia Rae Eddy (born 28 September 1995) is the only child of Tara Clendenen and Greg Eddy. Shelia was born in Blacksville, West Virginia. His parents divorced in 2000 when his father suffered a car accident that left him suffering from a traumatic brain injury and permanent disability. Tara fought as a single mom, working as an accountant for a car dealer. In October 2010, Tara moved with her new husband, Jim Clendenen, to Morgantown, West Virginia, where Shelia began studying at Morgantown High School and became an honors student.

Rachel Shoaf (born June 10, 1996) grew up in Morgantown. She is the only daughter of Rusty and Patricia Shoaf.

Disappearance

On July 5, 2012, Neese returned to Star City apartment, West Virginia family owned after working shift at Wendy's. He disappeared from his home that night. The video surveillance of the Neese apartment complex shows Skylar leaving the apartment, through her bedroom window, at 12:30 am. on July 6, 2012 and into the sedan. Neese's father said that he did not take his cell phone charger, his window was left open, and he was planning to go home.

Murder

By evening of 5 July 2012, Shelia Eddy and Rachel Shoaf convince Neese to sneak out with them. Neese, who had recently quarreled with both, was hesitant at first. After a series of phone calls and text from the girls, Neese changed her mind.

At about 12:30 am, Neese climbs out of her bedroom window, cross the street and into the back seat of an unknown 4-door sedan. During a police and FBI investigation, the vehicle was identified as Shelia Eddy's. The three girls then head north from Star City via Route 19 US. The perpetrators had planned to travel along Route 7 US, but turned around after finding a State Police car parked in front of the gambling hall; they finally took the alternative path to Blacksville.

They finally arrive at their destination just across the state border of Pennsylvania, where the three girls occasionally smoke marijuana. Shoaf and Eddy had planned the Neese murder for months. They left Eddy's house ready to attack Neese, carrying kitchen knives, paper towels, bleach, cleaning cloths, clean clothes, and spades. They hide knives on their people, and hide the remaining items in Eddy's trunk.

After the girls got out of the vehicle, the perpetrators told Neese they forgot to bring the lighter. Neese volunteered to return to the vehicle to pick up his own match. After Neese turns his back, Shoaf and Eddy start counting to "3," signals they agree on. After giving the signal, Shoaf and Eddy begin to stab Neese. The victim tried to run, but only able to run a few feet before Shoaf handled him to the ground and continued the attack. During the attack, Neese manages to seize Shoaf's knife from him and, in a clear attempt to defend himself, cuts Shoaf's knee. Eddy continued to stab Neese until he was completely still and, according to {who?}, "Neese's neck stopped making a gurgling sound." Neena's corpse showed more than 50 stab wounds.

Investigation

For months, police investigated several unproductive causes in the disappearance of Neese. Neese was originally regarded as a fugitive by law enforcement authorities, and Amber Alert was not immediately issued in connection with his departure. The initial tip indicated that Neese had been spotted in North Carolina, but the Star City Police Department decided that the person who saw it was not a Neese. Neese's parents sent out leaflets about their missing daughter in Monongalia County. The police determined that the unknown sedan where Skylar Neese last seen belonged to Eddy and interviewed him. Eddy admits taking Neese but declares that he dropped it an hour later. The FBI and West Virginia State Police joined Skylar Neese's search on September 10, 2012, and began interviewing Neese school friends.

The big break in the case was made when Rachel Shoaf admitted plotting with Shelia Eddy to kill her. Shoaf's motivation gave for the killing that they "did not like it". Dave Neese states that these two girls are close friends of her daughter, and that Shelia Eddy even helps her family look for her by distributing leaflets of missing people. After his confession, Rachel Shoaf led investigators into Neese's body. On March 13, 2013, US Attorney William J. Ihlenfeld II issued a press release stating that the corpse found in Wayne City, Greene County, Pennsylvania on January 16, 2013 has been identified as the remains of Neese. Neese's body was found less than 30 miles away from his home.

Neese maintained a close relationship with Eddy since they were children but the friendship became tense when they met Shoaf while in high school. Neese is reportedly angry at Eddy and Shoaf being close and allegedly witnessing the couple having sex while staying. It is said that the girls may fear that their secrets will become public.

Criminal charges

On May 1, 2013, Rachel Shoaf pleaded guilty to second-degree murder. According to court records, Shoaf said that he and Shelia Eddy took Neese in Eddy's car. The girls went to Pennsylvania, got out of the car, and started socializing. At a prearranged time, Shoaf and Eddy stabbed Skylar to death on the count of three. The teenagers tried to bury the body of Neese, but could not do it and instead covered the body with twigs. The court transcript shows that another student overheard a conversation between Shoaf and Eddy about the murder plot, but failed to report it, thinking they were joking. According to Shoaf's plea agreement, he pleaded guilty to second-degree murder by "unlawfully, maliciously, deliberately, maliciously and deliberately causing Skylar Neese's death by stabbing him and causing fatal wounds". In the defense treaty, the State of West Virginia will recommend a sentence of 40 years in prison. The Shoaf family issued a public apology for his actions through their lawyer.

The date of the hearing was originally set for January 28, 2014. However, facing prospect indictments from both federal and Pennsylvania authorities in addition to West Virginia allegations, Shelia Eddy pleaded guilty to first-degree murder. As a result, Eddy was sentenced to 15 years in prison for life with no death penalty in West Virginia.

After a plea guilty on May 1, 2013, Rachel Shoaf was charged with second-degree murder and sentenced to 10 to 30 years in prison.

Skylar's Law

Amber's warning is not issued in the disappearance of Neese because it does not meet all four criteria for warning issued: (1) a child is believed to be kidnapped; (2) children under 18 years of age; (3) the child may be in danger of death or serious injury; (4) there is enough information to show Amber Alert would be helpful. A 48 hour waiting period must pass before a "teenager" can be considered missing. A West Virginia state MP from the Neese family district introduced a law called Skylar's Law to modify the West Virginia Amber Alert plan to issue a public announcement immediately when each child is reported missing and in danger, regardless of whether the child is believed to have been kidnapped. The opinion columns appear in West Virginia and the national media to support Skylar's Law, some of which also recognize criticisms and weaknesses of the law. On 27 March 2013, Delegation West Virginia House approved Skylar's Law with a 98-0 vote. On April 12, 2013, the West Virginia Senate unanimously passed a law, but made minor technical changes to the bill elected by the House of Delegates to be accepted on the same day. West Virginia Governor Earl Ray Tomblin signed the law into law in May 2013.
